Matt Cutts, that is the Google guru on backlinks and SEO, has acknowledged that Google does not show 100% of the inbound links but says that the amount of links it can show should really grow in the next many months. That is about as specific as they gets on exchanging links.

If you try to your Google Webmaster console you will likely see more links as part of your site, maybe as much as 10 times more links, then you’ll see with all the link: command from the Google search page. Again, Cutts provides no real explanation of why that’s so.
